How to Fix Severe Burn by IPL on Chest?

I had an IPL on my chest over 3 weeks ago and was "extremely" burned. I now have striping across my chest and breast area. I was told by a dermatologist I would need further IPL's and Fraxels. I am consulting with a cosmetic surgeon next week as well. Will bleaching cream with Retin-A repair this or will I need further laser treatment. My MD told me that it was 1st to 2nd degree burns. Have you seen this before? What is best method of repair? This is horrible!
