Can Laser Resurfacing Help With Different Skin Pigmentations?

I plucked a hair on my leg whilst on holiday and some skin came off with it (tanned skin) and left a white patch. Since then I haven't been out in the sun but the area has left a brown scar. Would laser help with removing this?
