How Safe is Excision Tattoo Removal on Foot?

My tattoo is on my inner foot under that 'bone bump', it's multi-colored: 1 red and 2 yellow sunflowers with brown centers, green flowers and outlined in black. About 2.5 sq in. Tattoo is 7 years old. I've had 3 laser treatments so far and I've only seen the black outline of the brown centers slowly going away. The laser is really painful and I can't take it anymore (setting was at it's lowest). Is excision removal a good choice and is there a way to find a great surgeon in Los Angeles?
