Retin-A is too harsh
Retin-A is not meant to be used up into the orbital rim as an eye cream and could yes, be very harsh if applied to that thin-skinned area. There isn't a topical Vitamin C that would be covered under any insurance plan as it's used for cosmetic purposes only.
