Can I Remove Loose Skin Without Removing Fat?

I was about 190lbs and am now 120lbs at 5'3 with a petite build. My ribs poke out, I have a 23" waist - but my stomach has wrinkles! It looks like someone gathered all the skin around my belly button and it sort of just drapes down. I do not want a tummy tuck, or lipo, just want the loose skin cut off. Is this possible? I am ok with a little pot belly but it's freakin lop-sided. Help?

Tummy tuck is what will cut off the loose skin

Anything other than a tummy tuck would be the wrong operation for you in my opinion. You will get the best look and the nice flat tummy that you deserve after the great weight loss.

Tummy tuck - abdominoplasty results

From your posted photos and history you sound like a perfect candidate for an abdominoplasty. That is a cosmetic procedure that involves placement of horizontal lower abdominal and around the belly button incisions. The abdominal skin is then tightened by cutting out the bottom portion of abdominal skin and creating a new belly button opening higher up on the skin that has now been pulled downward. Looss skin of abdomen

Sorry, but with that amount of laxity and weight loss, a tummy tuck is the best solution. You need to treat the loose skin above the umbilicus as well.
