I am told this cosmetic tattoo is more permanent than "permanent makeup" but at a shallower depth of the dermis than a true tattoo done in a tatto parlor.

Damage to Hair Follicles from Tattoo Removal

Tattoo removal is performed using Q-switched lasers. These lasers are capable of causing injury to the hair follicle and decreased hair growth. Usually the hair will grow back because these lasers are not designed for permanent hair removal. (Technically speaking, the pulse duration is too short to permanently damage the hair follice).
