Reduce Broad Shoulders?

My shoulders are completely out of place, they are as massive as they possibly could yet. It would flatter my body if I was tall, but I'm not. I'm around 5'2 and my body is very feminine and petite other than my shoulders. I can't find any clothes that fit me properly. The worst thing is that my head is narrow and small, and it makes my shoulders stand out a billion times more. I feel like I'm stuck in the incredible hulks body with my shoulders. I lost tons of weight, didn't help either.
