What Causes Recurring Warts on the Nose?

My mom has been getting warts in and on her nose for several years now. She has them removed by a surgeon, plus plastic surgery to repair the area, but inevitably they come back in different places (on the tip of her nose, inside her nostrils, etc). What is causing this? She doesn't have warts anywhere else.
