How to Treat Recurring and Spreading Brown Patches?

I have brown patch on upper lip that doesn't appear until the summer months. After being in the heat (not sun) it comes out. It will lessen once cooled and usually doesn't appear in colder months. Almost seems heat activated?
It seems to have spread to chin & forehead. I have used the Obagi system with Tretoin but once May hits, it looks awful. Obagi blue peel has been recommended but not sure if this if the right option. Please advise.
