What Qualifications Should a Bariatric Doctor Have?

My friend had a bad breast aug. experience with a plastic surgeon who wasn't board certified. I want to avoid this if possible with my surgery. What qualifications should a bariatric doctor have? Is there a board that certifies bariatric surgeons?
