Protruding Jaw Line with Severe Under Bite? (photo)

I have a long chin and my side profile really illustrates that point. Since I was a young man, I have wanted to address this issue. Is this a dental or facial surgery questions? What sort of procedure is recommended based off the photos provided? I certainly would like to shorten my chin but would this impact muscles in the face? Thanks
