None of the medical conditions that you have described are absolute contraindications to surgery; however, only your physicians who know you well will be able to determine whether you are a suitable candidate for elective surgery. They will make this determination based on your overall medical condition and the risk/benefit ratio.

Managment of diabetic cardiac patient in preparation for breast lift surgery (mastopexy)
This is generally a low risk operation in terms of the physiologic stress on your body. Pre-operative evaluation by your cardiologist and Goldman risk assesment including possible stress testing may be ordered as well as certain precautions by your anesthesiologist and endocrinologist in terms of diabetic mangement and blood sugars

Breast lift and medical issues
You did not say specifically what your cardiac issues are. You obviously would need to have a medical clearance. If your cardiac issues are significant I would probably not recommend surgery until those are resolved if possible.

Candidates for breast lift surgery
Breast lift (mastopexy) is a cosmetic procedure and therefore the standards for health and risk are higher than for procedures that are medically necessary. You might be a candidate for a breast lift because your breasts have sagged enough to warrant it but you aren't a good candidate for an elective, cosmetic surgical procedure of an intermediate magnitude. I would agree with the need for clearance by a medical doctor who looks after your pre-diabetes and cardiac history...

Cosmetic Surgery in prediabetic with heart problems
You should undertake cosmetic surgery only if you are in optimum health. This requires that you have a clearance by the doctor following you for the conditions you listed. You did not mention your age, height or weight. Frequently your problems are associated with being overweight. If not, then all you need is to have both problems controlled, and realize you may have more difficulty with healing than the average patient. All patients should be completely evaluated before surgery as to their medical condition and the risks of surgery.
While it is impossible to make any recommendations as to if you are a good candidate for surgery with out a complete history and physical exam, you may well be a reasonable candidate if you are completely evaluated and cleared by your endocrinologist and your cardiologist. Some one who has had successful angioplasty is a better candidate than a patient who has heart disease and doesn't know about it..
