Post Inflammatory Hyperpigmentation from Lipo Punctures

I have very fair skin. I had lipo over a year ago, and again 4 months ago. My surgeon says the puncture marks are not scars, but hyperpigmentation. Even though I know the new marks will fade somewhat with time, I am concerned because the old marks are still quite visible (dark red/purple color), and don't seem to be improving anymore. What would be the best treatment for these? I've read about hydroquinone being dangerous... what about laser? Thank you for your time!
