Cover Keloids with Plastic Surgery?

I have multiple keloids on my back and three on my chest. I know that doctors refuse to operate on keloids because of the risks but is it possible to go to a plastic surgeon and have a layer of fake skin cover the original one or the area where the keloid is.

Technically speaking, doctors aren't actually operating on the keloid, they are just covering it up. So is that even possible?
