Plastic Surgeon Isn't Board Certified. Is This a Red Flag?

The plastic surgeon has 15years of expierence, special plastic surgery training at Harvard and UCLA, but is not board certified - does it means any red flags? And on his website he is listed under different address, than he is performing his practice now? I am for a full TT with liposaction of flanks. Please - ADVISE!!!
