Are there any permanent solutions to get rid of undereye bags and bromhidrosis (not hyperhidrosis)? I have undereye bags due to genetic and allergies. They never went away.

If the bags are due to fat bulges, yes they can be treated surgically. If just loose skin, then potentially with lasers, and if allergic causes, then medical treatment is appropriate. I'd have to see you in person to assess your condition.
