Can Permanent Makeup Blackened by Laser Be Corrected?

Can someone with permanent lipcolor that was blackened by laser have the color reversed by implanting a correction pigment into it? Is there anything that can be used to prevent laser from harming permanent makeup?

Reversing permanent makeup

You may benefit from "needling" of the permanent makeup.  This involves multiple punctures with the same device used to create the original tattooing of the skin.  When this process is performed with no pigment added, the existing pigment is often disrupted, causing much of the permanent makeup to be broken down.  This may result in lightening of your existing tattoo.
