Permanent Procedure to Lighten my Dark Lips?

hi i'm Asian and i have very dark lips. I want to get rid of the darkness of my lips and get a more lighter pink lips. I am wondering if "permanent cosmetics" is the best option i have to make my lips lighter. I have read about the Yag laser and i am wondering what options do i have for getting lighter lips :). I live in Ottawa, ON. Please let me know if there are any other treatments that will provide the best results.. thanks a bunch :)
