Hello,
It depends upon what you are talking about: purity or concentration. Cosmetic grade solutions are over 99% pure. Different solutions are restricted to physicians by concentration and these vary per state. Different acids have differing strengths and are restricted at differing concentrations.

Peel is Medical Grade
Interesting question to think about. I think each state has their own rules and regulations on the level of skin therapy allowed. Check with your states medical board. My guess in Florida 20% is the limit for non doctors.
