Can I Get Orthodontic Surgery? My Jaw And Chin Are Receding.

I have a receding jaw/chin. It is very severe and lowers my self esteem so much to the point where I purposely push my jaw out when I'm in public. I am familiar with chin implants but I think my jaw would actually need to be moved forward before I consider having an implant, I am 17 and live in the uk. I currently have braces which are correcting my underbite supposedly but I don't believe they are going to fix my receding jaw, if surgery is an option, how do I go about it?
