I have had a breast surgery (breast reduction) back in nov '09, so its been almost 4 years. I went from a double D to a B cup. But I still do not have feeling in the nipples nor under the breast(where it was cut open). Is this normal? Will I ever get feeling in nipples back?

There are unfortunately no simple answers for you because there are too many factors involved in this decision. For example, did you have children and did you nurse. Have you gained and lost lots of weight? Are the breasts droopy and do you want to fix that as well?
