Can NHS Help Me in This Case or I Need to Do Nose Job Separately?

Since I was 10-11 years old I have often had nose bleeding. Also my ears always make too much wax, which seems it is related to my nose problem. additionally I have a bad headache 3-4 days a week. So my doctor in my country said that I need to do a nose surgery to fix these problems but I was under 18 on that time. He said I will need to do nose job as well because one of my nostrils is blocked, so i need kinda reshaping as I have dorsal hump too. So NHS can fix my blocked nostril and not rest.
