Using Refissa 0.05% + Hydroquinone 4% for Brown Spots, Which Goes on 1st or Are They Combined?

IPL treatments did not do much for the brown spots on my face. I have been using Refissa for quite awhile and now have an additional script of Hydroquinine 4%. What is the best way to use these products together. Thank you.
