Is Hyperpigmentation Casued by Monobenzone Permanent?

I have a question. I have been using Benoquin for several months now and although I have noticed hypopigmentation on my neck, chest and hands I also noticed some hyperpigmentation on the forehead, cheeks, nose and hand.
I do not have vitiligo, however, I was told one can totally depigment even if they do not have vitiligo with the medicine Benoquin (monobenzone). I have been using 20% and was wondering is the hyperpigmentation permanent? And why did the pigment cells react this way to a drug which is meant to kill them? I am skin type 3.
