Mix my Own Tri-Luma Cream?

I have a serious condition of melasma. I tried several treatments as Dermabrasion as well other recognized skincare line. Lately, I have been using Tri-Luma and it works fine for me by keeping my condition under control. However, during this time I need to be conservative with my expenses. Tri-Luma is an expensive cream but contains a small amount of the product. Unfortunately, my insurance does not cover it. I am trying to find other alternatives that could work as well as Tri-Luma.

I read if the ingredients of Tri-Luma are used individually they are ineffective. I would like to know if I buy the three active ingredients (flucinolene acetonide at 0.01%, hydroquinone at 4% concentration, and tretinoin at 0.05%) and just mix a small amount of them will be effective as Tri-Luma? If anyone has had success with making their own mix, let me know how to do it well? Many thanks.
