Mineral Powder Sunblock- Is It As Good As Cream?

I've heard sunblocks with zinc oxide/titanium dioxide are the best to use, esp since I've had laser therapy for sun spots. My skin is sensitive and I feel like I've broken out from the sunscreen I was recommended. I have a mineral powder one that has zinc/titanium and provides UVA/UVB protection, it's SPF 30. Do mineral powders work just as good as lotions? Curious b/c doesn't feel as "effective" b/c I'm not rubbing anything into my skin? But the mineral powder doesn't break me out.
