I had Picosure laser done on semi permanent makeup. 1st treatment faded well, but 2nd treatment turned ink GREEN. 3rd treatment = still green. It is likely the titanium oxide in the ink. My question: Should I continue laser? If so, which type? Picosure? Yag? Am I completely out of options here? At this point, I do not expect full removal anymore. I only want the green out! I am in the medical field, so please feel free to explain things in medical jargon.

First it matters what wavelength was used in a person of your skin tone, I would think they used the Q YAG,At times blistering occurs despite any attempts to avoid the outcome, darker skin tones are more difficult since you absorb more of the laser. Show your doctor, in general darker skin tones...
I would definitely advise you not to pop your blisters. They're actually there to protect the underlying "raw" skin. If one pops on it's own, apply antibiotic ointment over it and leave it alone until it's healed. Popping the blisters will not make the ink fade faster. My best,
