Post Laser Problems?

1yr post Gemini for Redness then the Doctor suggested Fraxel Restore for skin tone but redness is now bad & I have very fine lines all down my neck that look like scratches in lines all very close together. Am I stuck with these lines forever? It is very distressing & I am sick of wearing scarves. I have utimately ruined my skin from a laser I was told would rejuvenate. It is very hard to get these lines in a photo. Under Fluroescent lighting & outside in natural daylight they are very visible.
