Would Using Melanotan Help Hypopigmentation That is Spread in Small Freckle Like Dots on Legs and Arms?

I have freckels am starting to get white dots on arms/legs. Im tring to avoid sun but run a lot i've seen a dermo and gotten some liposomal sunscreen and advice to use lycra for SPF. I am considering in the next year or two getting laser if some do not fade themsleves and also thought about retina, what is hydroquine? will it make my skin remain bleached or will melanin come back?Will it help remove some freckles, would the oppostie of using melanotan and SPF help pigment return in hypo dots
