How to move maxilla down so teeth show?

I have 2 problems. First, my upper teeth dont show when I smile. You can see a hint of them if I really smile widely. Second, my lower jaw is very week. I have read on this website and most of you recommend that chin implants are a much better option than orthoganic surgery. But what about the upper teeth problem? Orthoganic surgery can probably fix both but it is a hard process. What can I do to move my maxilla down a little so that when I smile, my teeth would show?
