Best Approach for Belly and Thigh Fat?

I am 26 years old female, I am 5'3, and I weight about 142 lbs. I want to lose weight in my belly and thighs. I was able to lose a few pounds in the past through exercise class, but no change in size. I also tried to lose weight through diets, but I was always hungry and couldn't keep up with it. I just had a baby a year ago. I want to have liposuction but I don't want to go through surgery. What is best for me? Thanks for the help.
