I'm considering both the TCA and Fraxel treatments for overall improvement of facial wrinkles, somewhat sagging jowl area and loose skin at upper and lower eyelids. I don't like the long lasting redness that Fraxel causes so I lean toward the peel. Does a TCA peel even compare to the Fraxel laser in overall results or would I be better off with the Fraxel. Recovery and cost are both big factors for me. I'm in the Orange County, CA

Yes, it is normal for TCA to cause swelling? However, the severity is individualized based on the percentage of TCA used. If there is significant swelling to the face please contact your physician.
It looks like an area of persistent erythema. Does it blanch (fade) when you press it? If it is indeed vascular, then the best treatment is the V Beam Laser. I would estimate 1-2 treatments.
