I have quite a narrow face and high mandibular gonial angle, additionally, I feel that the distance between the end of my chin and my neck is too short. I feel that my chin is already too prominent to warrant a chin implant however, so I'm leaning towards the gonial angle implants to give more width to my jaw as well as augment my jawline in profile. I'm not sure if that would influence the appearance of my 'short chin'? Any suggestions or opinions would be appreciated.

I am so sorry that you are experiencing this. Mentalis muscle re-suspension is not difficult to perform but the outcomes are unpredictable. The best time and most consistent results are gained at the time of the original surgery.
With your degree of chin/jaw shortness, young age and lip incompetence, you would be best served with a sliding genioplasty for your chin augmentation. Moving the chin bone would provide the best long-term solution.
