What Can Be Done for Long White Scars on the Arms from a History of Self-harm/Cutting?

I also have two long keloid scars on my shoulder (which are still red/purple), and two large scars on my abdomen-- although these are almost completely flat now from cortisone injections, but they are still red/purple as well. I am seeing a cosmetic dermatologist who has tried Fraxel on all of the scar areas (two treatments so far but no noticeable results are seen). My doctor is now considering the fraxelated (sp?) CO2 laser...does this sound hopeful? ps: I am a 27/F and very fair skinned.
