There are many qualified plastic surgeons. There is no "best" for all procedures or all patients. Take your time and have a couple of consultations. Look at each surgeon's pre-op and post-op photos. Membership in this society is by invitation only and the members of this society devote their practices to cosmetic surgical procedures.
