Hi. The problem you describe is usually treated with a combination of selective touch up liposuction around the hollows, fat transfer into the hollows, and (in extreme cases), an arm lift.

Revision arm surgery

You should seek a consultation with a board-certified plastic surgeon in your area. As mentioned, the deformities you describe can be addressed with liposuction to address the uneven contour coupled with fat grafting to fill in the hollows/dimples. Make sure you see someone with experience in fat grafting.

Liposuction contour irregularities

That is a potetential side effect of liposuction - unevenesss or contour irregularities. Depending on the severity, it can sometimes be improved with additional liposuction and/or fat grafting into the depressions - or as Dr. Beraka noted, a surgical incision to remove tissue (and the irregular part).
