Can Liposuction or Lipodissolve Be Used on Forearms? (photo)

I'm 43, 126 lbs, 5'3.5". My forearms are muscular when I flex them, but a good portion hangs when I hold my arm bent across my front with my arm relaxed (see pic). They've always been big just by genetics, but now the firmness is gone and it makes my forearms look out of proportion with (and older than) the rest of my body. I've been told forearms cannot be liposuctioned. Is that true? How about Lipodissolve/Mesotherapy? Any other suggestions?
