Can Lip Piercing Scars Be Treated on the Surface to Improve Appearance?

Once a lip piercing has been removed and been given time to heal to the point where it is just a very shallow crater on the surface of the skin, can the crater then be treated as an icepick scar from acne(thats what it looks like) and removed from the surface of the skin without dealing with the entire tract? Does the tract remain forever?
