Laser Treatment or Surgery for White Scar?

When I was 6 years old, I had a cut on my right cheek due to an accident. I needed to have it stitched it immediately to stop the bleeding. The doctor did seven stitches and said it will disappear in time. But slowly, it began to form a scar which is white and looks like an extra skin. I am now 17 years old. What can I do to remove the scar completely? Will laser treatment give a better result than cosmetic surgery? Which one will have less risk and will give a more satisfactory result? Please suggest.
