Hypopigmentation and Puffiness After Lower Eyelid Laser Treatment

I had laser procedure for the lower eyelids in 2001. As a result, my lower eyelids and a little below it have pigmentation loss or hypopigmentation. Also, my left lower eye lid still has some puffiness to it. My left eye always have always been puffier than the right. What would be an appropriate course of treatment to reduce the puffiness under the left eye? How can the pigmentation loss be addressed?
