Laser or Saline Solution-Which is Best for Black Permanent Makeup Eyeliner Correction?

About 3 weeks ago I had a permanent makeup eyeliner "touch up" done on my eyes. There is pigment migration occuring now. The lower lash eyeliner line had been extended farther out to nearly connect to the upper lash line towards the outside corners. Now the line is smearing outside into the corners beyond my eyes. Also, there was another mishap where the needle touched below the line leaving a couple of dots under my eye. Black pigment was used. Which correction method would by best?
