Laser Hair Removal Just for Hair Reduction?

Can I use laser hair removal to reduce hair, but not completely remove it?

Actually that is what the FDA allows Companies to Claim

You certainly can. In fact the FDA when they approve most (if not all) of the laser devices tell the companies that they can only claim a permanent reduction in hair. It t gets very difficult to obtain total destruction of every hair follicle. The laser needs a hair to be in the growth phase to work, so at any one time there are going to be about 15-20 per cent of hairs that will not be amenable to destruction.
