My eyes are droopy and tired. Is there a way to make them look attractive and make the eye lids bigger? (photos)

I really hate my eyes! They are droopy and tired looking especially when my face is relaxed is there a way to make them look attractive and make the eye lids bigger? Similar the the photo below

In medicine, bilateral mean both sides.  There are four eyelids.  Two upper eyelids and two lower eyelids.  Bilateral eyelid surgery just means that both sides are having surgery at the same time.  A person could have upper eyelid surgery, lower eyelid surgery or both.
