How Can I Soften and Improve Keloids?

I have keloids mostly on my shoulders (hard) and on my chest (soft). It started appearing when I came to my 13th year. I've had steroid injections but it mostly work on softer keloids, the one on my shoulders are absolutely rock hard (henceforth, it didn't work), but the injections were painful. Now, I'm 29 yrs. old, and it's very depressing and tiring having to deal with this type of abnormality. How can I at least soften my shoulder keloids and make it look acceptable and finally be able to expose them?
