Best Options to Prevent Further Mid-chest Keloid Growth?

I'm 23, and I have a small keloid mid-chest (< 1 cm) that developed around 3 years ago (maybe from a pimple?). My doctor did a skin shave, and it tripled in size, became much darker, and contains many tiny blood vessels--very embarrassing! I had 1 cortisone injection that made it less sensitive, but looks the same. My doctor thinks I should see a plastic surgeon for possible keloid removal through excision. I have one other small keloid in my earlobe. What are the best options so the keloid won't grow even larger and what questions should I ask this plastic surgeon?
