Do I Need Jaw Surgery to Correct my Underbite?

I have an overbite. It is not so obvious but when I smile my upper teeth do overtake most my smile. I find it uncomfortable to chew certain foods especially foods where I need to bite down with both front lower and upper teeth (eg. an apple) and this worsens my TMJ problems. I want this done to get rid of the uncomfortableness and also to fix my smile aesthetically. When I was young my ortho said i couldn't get braces but may need jaw surgery when I'm older. Do you think I'm eligible for this?
