Regulations for IPL Operators

I need to know wether there is a regulation issued by the FDA that dictates the degree of instruction of the operator performing the IPL treatment, in order to have legal docs which could support me from getting a law sue. I know that every state has its own law regading this, but i need to know if there´s any doc made by the FDA.
