IPL For Upper Lip...
Yes! It works very well. Make sure you use a Kojic Acid or Hydroquinone cream in conjunction for optimal results and for maintenance.

Yes, IPL can be used on the lip freckles.
Yes, I often treat lip freckles with IPL. This works very well in skin types III thru IV. This should be done with caution in darker skin types V and should not be used in type VI skin.
