Does IPL and Laser Hair Removal Cause Long Hair on the Face?

I am of East Indian descent. I have had IPL laser epilation and have noticed that although the hair is coming back softer, they are coming in quite long ....is this normal?

Please help. Will laser treatment also cause hypertrichosis when used on the hair? What is my best option? Thanks!
