Can IPL Hair Removal Damage Collagen?

Just wondering if the wavelength used in IPL hair removal - could possibly damage collagen. I don't see how something that is no specific (ie does not use a specific wavelength)can possibly only target the melanin in the hair bulb without being absorbed by other tissue structures and therefore causing damage? Is it at all possible in theory?
